The Civil Works Administration was created in 1933 and lasted only four and a half months. With a budget of $200,000,000.00 per month it was designed to get the unemployed through the winter. It employed 4.2 million people building over 300,000 miles of roads, countless playgrounds and schools as well as employing over three thousand writers. By 1935 the WPA was created with a larger budget and more far reaching effects.
Joe Pullum, a somewhat obscure blues player from Houston wrote and recorded this song. He seems to have had one hit which was “Black Gal What Makes Your Head So Hard?” His rather high pitched voice was very unusual at the time.
